Breaking change:
- filters are declared with BOOST_DECLARE_LOG_FILTER, and defined with BOOST_DEFINE_LOG_FILTER
- filters are now used with operator->, instead of "."
- Example: BOOST_DEFINE_LOG_LEVEL(g_log_level(), level::holder ) ... g_log_level()->set_enabled(level::error);
- rationale: filters, same as levels, could be used before main
